In 1996, the state council sanctioned that Songhua river area combining with Harbin formed new Harbin. Harbin governs seven districts and twelve counties(cities), the acreage of administration division of which is 53 thousand sq.km., and the total population of city is 9.483 million.
On 4th in Feb., 2004, the state council issued that the part of administration areas in Harbin would be regulated. After the adjustment of Harbin, it administers Daoli, Daowai Nangang, Xiangfang, Dongli, Pingfang, Songbei and Hulan eight districts and Binxian, Bayan,Yilan, Yanshou, Mulan, Tonghe, Fangzheng seven counties, beyond these, and still governs Wuchang, Two-city, A-cheng, Shangzhi four county-level cities. The overall area of the city is 53.068 thousand sq.km., thereinto, downtown area of the city is 7.086 thousand sq.km., moreover, municipal population is 3.9896 million.
On 15th in August, 2006, the state council issued that the part of Harbin administration areas would be modulated, that is: to cancel Dongli district, Xiangfang district to organize new Xiangfang district; to replace A-cheng city with A-cheng district; to incorporate Yongyuan town, and juyuan town into the domination of Daowai district. After the adjustment of Harbin, it administers Daoli, Daowai Nangang, Xiangfang, Pingfang, Songbei and Hulan, A-cheng eight districts and Binxian, Bayan,Yilan, Yanshou, Mulan, Tonghe, Fangzheng seven counties, beyond these, and still governs Wuchang, Two-city, Shangzhi three county-level cities. The overall area of the city is 53.068 thousand sq.km., thereinto, downtown area of the city is 7.086 thousand sq.km., moreover, municipal population is 4.6424 million.
